The Province of Ontario, by order of the Premier, has provided a list of
essential businesses … and motor vehicle dealers are on it:

* Motor vehicle, auto-supply, auto and motor-vehicle-repair, including
bicycle repair, aircraft repair, heavy equipment repair, watercraft/marine
craft repairs, car and truck dealerships and related facilities.

This means that the business of buying, selling and leasing motor vehicles,
as well as repair services, may continue.

Service Ontario License Offices remain open, although some in limited ways;
some are closed and some are by appointment only, please check this link for

Clearly, this does not mean it is business as usual, far from it.

Dealers are encouraged, for their own safety and that of their employees and
consumers, to exercise physical distancing, sales by appointment, reduced
hours and remote sales such as allowed by OMVIC:
